During the meeting, the draft law «On general principles of organizing the activities of Commissioners for Human Rights in the constituent entities of the Russian Federation» was discussed.
"Andrey Alexandrovich, thank you very much for assuming this very hard work. It was preceded by the High Commissioner’s intention to unify the common tools, taking into account all the best practices of the High Commissioner’s institution for the period of 20 years," said Tatiana Moskalkova, addressing Committee’s chairperson Andrey Klishas.
This draft law is very important, in particular, to determine the status of regional Commissioners and the procedure for handling complaints. Therefore, it has recently been actively discussed at various venues with the participation of federal and regional Commissioners, experts and representatives of the human rights community: on September 28, at the meeting of the Expert Council under the High Commissioner, on September 12, by the Council of Russian Commissioners in Khabarovsk, in July at the meeting of the Coordinating Council of Commissioners in Vladimir.
"Initially, a model law on Commissioners was elaborated by my predecessors and Commissioners, and today we are working on the bill that will, first of all, recognize and legitimize the very status of ombudspersons in the constituent entities of the Russian Federation. Today every subject has its law and a regional Commissioner for Human Rights, and this is a significant step forward in the way of enhanced democracy and the development of the civil society institution. Today I would like to ask you to discuss these issues so that we understand the position of the Senators," Tatiana Moskalkova said, stressing the importance of adopting this law.
The bill «On general principles of organizing the activities of Commissioners for Human Rights in the constituent entities of the Russian Federation» has not yet been submitted to the State Duma. It is planned that in the near future it will be submitted to parliamentarians by the Federation Council members.
