On November 9, in Arkhangelsk, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova took part in the interregional forum «Arctic — a special level of human rights».
The forum was also attended by Chairman of the Presidential Council for the Development of Civil Society and Human Rights Mikhail Fedotov, Governor of the Arkhangelsk Region Igor Orlov, 13 Commissioners for Human Rights in the subjects of the Russian Federation, representatives of public organizations.
Speaking at the forum, Tatiana Moskalkova paid much attention to the specifics related to the Arctic conditions. According to the High Commissioner, the issue of providing benefits and preferences to residents of northern territories requires serious attention. They are necessary, but at the same time they should not affect the competitiveness of the business that operates in the north, as well as the cost of production.
The High Commissioner also noted important achievements of the region in dealing with convicts.
"Socialization of citizens who have served a sentence is important in society today. A person who has served a sentence can not find a normal job, can not integrate into the society. In the Arkhangelsk Region there is a really interesting experience," Tatiana Moskalkova said.
In addition, the federal ombudsperson cited the work of public organizations in the Arkhangelsk Region as an example.
"Also here it was the first time when I encountered a good organization of a center to help women victims of domestic violence. As you know, we do not have a law on combating domestic violence. This issue has long been discussed. I support the creation of such a law in the Russian Federation. The experience of the Arkhangelsk Region will be very interesting for lawmaking activity," Tatiana Moskalkova stressed.
In turn, Igor Orlov said that the system of interaction between government and public organizations only leads to a positive result.

The interregional forum «Arctic — a special level of human rights» is dedicated to the 20th anniversary of the establishment of the institution of the Commissioner for Human Rights in the Arkhangelsk Region. In February 1997, the Federal Constitutional Law «On the Commissioner for Human Rights in the Russian Federation» was adopted and became the legislative basis for a new unique Russian institution of state protection of human rights and freedoms. In July of the same year, the regional law «On the Commissioner for Human Rights in the Arkhangelsk Region» was passed.
