Rights of foreign citizens in Russia discussed in High Commissioner’s Office

On October 29, round table "Respect for rights of foreign citizens and stateless persons during identification procedure" was held in the Office of the High Commissioner for Human Rights in the Russian Federation.

According to Tatiana Moskalkova, the Russian Federation hosts the fourth largest number of migrants worldwide.

"In the last 8 months of this year, 221158 people had been granted Russian citizenship," the High Commissioner said.

Tatiana Moskalkova also noted a decrease of complaints regarding citizenship and external migration addressed to the federal ombudswoman.

The High Commissioner emphasized that the positive dynamics was due to recent changes in the Russian migration legislation, simplifying the procedure to obtain Russian citizenship for residents of certain countries.

"The majority of complaints were received from citizens of the former Soviet Union: Ukraine, Uzbekistan, Tajikistan, Azerbaijan, Kazakhstan, Armenia, Moldova," Tatiana Moskalkova said.

The High Commissioner also noted the need for further improvement of law enforcement practice in that area. In particular, Tatiana Moskalkova proposed a unified approach to the identification of stateless persons in Russia.
