On May 16, Deputy Head of Chancery of the High Commissioner for Human Rights in the Russian Federation Ivan Solovyov spoke at the first forum of the National Preventive Mechanism "Torture prevention: Kazakh and international experience".
In his speech, Ivan Solovyov dwelled on the issues of cooperation of the High Commissioner for Human Rights in the Russian Federation and public monitoring commissions, as well as on other mechanisms of due course of law in detention facilities.
Furthermore, the event was attended by Commissioner for Human Rights in the Republic of Kazakhstan Askar Shakirov, members of the Coordination Council under the Commissioner for Human Rights in the Republic of Kazakhstan, heads of regional groups of the National Preventive Mechanism (NPM), representatives of the Council of Europe and of the OSCE programs office in Astana, delegates of the Office of the United Nations High Commissioner for Human Rights, foreign ombudsmen as well as representatives of legislative, monitoring, law enforcement and educational authorities of the Republic of Kazakhstan.
The NPM mechanism has been operating in Kazakhstan since 2014. Since then more than a thousand of preventive visits have been made and 22 trainings for NPM groups have been organized. Also, amendments concerning the modernization of legislation of the Republic of Kazakhstan have been proposed.
