President signed ombudsmen witness immunity laws

President of the Russian Federation Vladimir Putin signed amendments to the Criminal Procedure Code and the Civil Procedure Code of the Russian Federation granting witness immunity to the Commissioners for Human Rights in civil and criminal proceedings.

The texts of laws "On Amending Article 69 of the Civil Procedure Code of the Russian Federation" and "On Amending Article 56 of the Criminal Procedure Code of the Russian Federation" are published on the official Internet portal of legal information.

These laws are aimed at strengthening guarantees for the independence of the regional Commissioners for Human Rights, at eliminating the conflict of interests between the principle of confidentiality in the Commissioner’s activity and his obligation to provide witness testimony in criminal or civil cases.

So, the Commissioners cannot be interrogated about the circumstances that became known to them in the course of their professional activities.

On April 17, the State Duma and the Federation Council approved amendments to the codes.
