Meeting of Expert Council’s section on civil and political rights and liberties

On February 13, meeting of section on civil (personal) and political rights and liberties of man and citizen of the Expert Council under the High Commissioner for Human Rights in the Russian Federation was held for the first time this year.

Chief of Staff of the Office of the High Commissioner for Human Rights in the Russian Federation Ivan Solovyov, Deputy Chairman of the Expert Council Valeriy Chernikov, member of the Central Election Commission of the Russian Federation Boris Ebzeev, Professor of the National Research University «Higher School of Economics» Leonid Syukiyainen, Professor of the Department of State and Municipal Management of the Russian Presidential Academy of National Economy and Public Administration Igor Ponkin, Managing Director of the Public Opinion Foundation Elena Petrenko, and representatives of the Russian Ministry of Internal Affairs and the Office of the High Commissioner for Human Rights in the Russian Federation took part in the event.

During the meeting, the participants discussed the issue of pension provision for former employees of the Federal Tax Police Service of the Russian Federation. In view of the absence of mass violations of the rights of pensioners, the experts agreed that the issue should be resolved with each applicant individually.

In the course of the discussion, members of the Expert Council also considered issues related to the introduction of amendments to the legislation of the Russian Federation. In particular, on the problem of establishing a regime of silence at night and responsibility for its violation. The participants of the meeting proposed to amend the existing housing and sanitary-epidemiological legislation, including to fix the definition of the silence regime, as well as the factors that violate it.

In addition, on behalf of the High Commissioner, the question of improving the legislation regarding notification of relatives, counsel and other persons about the location of a detainee in cases of administrative detention was studied. In the opinion of the members of the Expert Council, it is necessary to pay special attention to determining the notification time interval, as well as the notification method.
