Human Rights Commissioner in the Russian Federation suggests review amendments to law on people with disabilities

On 10 October 2014, Commissioner for Human Rights in the Russian Federation Ella Pamfilova submitted an official request to Prime Minister of Russia Dmitry Medvedev to consider the issue of TV programmes accessibility to people with partial or total inability to hear.

The draft of the Federal Law No.299000-6 On Introduction of Amendments to the Federal Law On Mass Media and Article 14 of the Federal Law On Social Protection for People with Disabilities in the Russian Federation is currently considered by the State Duma. The letter says that adoption of the draft “will provide people with partial or total inability to hear with an opportunity to exercise their right to receive mass information distributed, in particular, by television, guaranteed to everyone by Article 29 Clause 4 of the Constitution of the Russian Federation.”
