The question became a key issue discussed on 23 April at the meeting of Russian human rights defenders chaired by Ella Pamfilova.
On 23 April 2014, Commissioner for Human Rights in the Russian Federation Ella Pamfilova held a meeting with human rights defenders working in the field of human rights protection in penitentiaries, related to the issues of observance of the sentenced and detained persons’ rights.
Head of the Department for Human Rights Protection in Penitentiaries and Deputy Head of the State Human Rights Protection Directorate Valeriy Bazunov spoke about the system problems in the establishments of the Federal Penitentiary Service of Russia and the solutions proposed.
One of the most serious sore spots of the criminal and penal system is the problem of tortures being applied to the persons detained in the facilities of the Federal Penal Service.
The debates were held with participation of human rights organisations’ representatives, who supported the stated suggestions to improve efficiency of the human rights protection in penitentiaries.
The Commissioner for Human Rights in Russia, Ms Pamfilova, resumed the discussion’s results and announced that solution of the principal problems would be executed with the assistance of experts from among representatives of the most efficient human rights organisations.
The human rights organisations were proposed to provide their suggestions related to the solving of the problems in question, in the shortest time possible.
