High Commissioner representative addressed the 39th Session of the UN Human Rights Council

On 21 September in Geneva, Switzerland, representative of the Office of the High Commissioner for Human Rights in the Russian Federation as an 'A' status National Human Rights Institution (NHRI) spoke during the outcomes adoption of the third cycle of the Universal Periodic Review (UPR) of the Russian Federation.

Dear Mr. Chairman!
Dear colleagues!

The High Commissioner for Human Rights in the Russian Federation notes the efforts of Russian state authorities to ensure human rights in the context of international and national institutions.

Based on the results of the analysis of the NHRI work accumulated since the second cycle of the UPR of the Russian Federation, the High Commissioner recommends that the Russian authorities:

1) develop and approve at the federal level the procedure for voluntary documentary verification of national identity for small indigenous minorities;
2) improve the mechanisms for ensuring the pension rights of foreign citizens arriving in the Russian Federation for permanent residence;
3) strengthen the legality guarantees of law enforcement agencies, including wider application of photo and video recording of procedural actions and extension of the storage period of information received, ensuring the openness of their activities and accountability to society;
4) legislate deadlines for the detention of persons in custody as a preventive measure and at the trial stage;
5) when determining the venue for holding public events, take into account the availability of appropriate infrastructure, and the accessibility of these places to citizens;
6) clarify the legislative wording «
non-profit organizations performing the functions of foreign agents».
7) The Government of the Russian Federation is recommended to receive representatives of international organizations, including special procedures of the UN Human Rights Council.

Conclusion: the High Commissioner intends to continue to actively cooperate with international treaty bodies and other human rights protection bodies, contributing to the promotion and raising of human rights protection standards in the Russian Federation.
