On February 8, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova met with Chairperson of the Central Election Commission (CEC) of the Russian Federation Ella Pamfilova.

The main emphasis in ensuring citizens’ rights is to be placed on accessible information on elections.
The interaction will take the form of:
— consultations of the High Commissioner for citizens on protection and ensuring of electoral rights;
— creation of a working group in the High Commissioner’s Office to monitor the observance of human rights during the preparation and conduct of elections with the participation of the ombudsperson’s Office staff, members of the Expert Council under the High Commissioner, representatives of the public;
— organization of a hot line in the Office of the High Commissioner to ensure the receipt of complaints about violations of electoral rights of citizens;
— joint monitoring groups of the High Commissioner and the Presidential Council for Civil Society and Human Rights;
— visits of the High Commissioner and the staff of High Commissioner’s Office to the constituent entities of Russia for monitoring, preparation and conduct of elections, meetings with heads of territorial bodies of the CEC of the Russian Federation;
— establishment of public monitoring centers under the Commissioners in the subjects of the Russian Federation;
— analyzing and summarizing the results of monitoring the observance of citizens' electoral rights and presenting them at a joint press conference at the CEC of the Russian Federation.
