In July 2015, High Commissioner for Human Rights in the Russian Federation Ella Pamfilova initiated a monitoring of the temporary accommodation centres for immigrants (SUVSIGs) all over Russia.
The decision had been made due to the increasing number of complaints that revealed some problems in the facilities. The key object of the monitoring is to develop coordinated proposals to ensure and protect rights of the accommodation centres’ inmates.
Within the framework of the monitoring, a few inspections have already been conducted in some regions, and a plan of actions has been drawn up.
Thus, for example, on 21 July Commissioner for Human Rights in Pskov Region Dmitriy Shakhov inspected a local Centre for Accommodation of Persons awaiting Deportation and
Mr Shakhov met with the centre’s officials, spoke with the facility’s personnel and inmates.
The Commissioner noted that the detention conditions in the facility "almost fully conform to all international human rights standards", and the work activity management "does not differ from similar European centres’ practice, only, maybe, except for the social security the facility’s employees are provided with".
