High Commissioner commented on decriminalizing Article 282 of the Criminal Code of the Russian Federation

Today, President of the Russian Federation Vladimir Putin has submitted draft legislation to the State Duma of the Russian Federation to decriminalize Article 282 of the Criminal Code of the Russian Federation (hate-mongering and disparagement).

According to the amendments proposed by the President, criminal proceedings cannot be initiated against a first-time offender if his act has not pose a serious threat to the constitutional order and national security. So Vladimir Putin proposes to remove likes and reposts from criminal matters.

The President’s initiative once again demonstrates the importance of this issue for civil society. This is another indication of the maturity of society: a compromise was reached as a result of a civilized mutually respectful dialogue with the authorities.

Therefore, this initiative deserves full support, because a person, who has reposted information, often cannot fully realize the truth, take into account the public danger and negative effects of likes and reposts.
