Greeting address of High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova to the participants of the 4th World Youth Forum of Russian Compatriots "Russia and the World":

Dear friends and colleagues!

I bid welcome you on the occasion of the opening of the 4th World Youth Forum of Russian Compatriots "Russia and the World". The World Youth Forum in Sofia has become a good and important tradition, having established itself as a successful platform for exchanging opinions and experiences, having a great influence on the further development of the youth movement of Russian compatriots around the world, popularizing Russian culture, Russian language and traditions among young people.

I am convinced that you, our compatriots, have a truly inexhaustible potential. Living in the distance, but not in isolation from Russia, you invariably feel an inseparable spiritual connection with it. You are all united by a common concern for the future of Russia, the preservation of ethno-cultural identity, strengthening the position of the Russian language in foreign countries.

Thanks to your efforts, Russian theaters, cultural centers and libraries are working in many countries, and there are vivid humanitarian events. In Russia, we are really glad that every year your involvement in what is happening in the historic homeland is growing, and our contacts are becoming more and more wide-ranging and diverse.

The development of relations with compatriots will always be a priority of the policy of the Russian state. Today, not only at the federal, but also at the regional level, support programs are being implemented, which are aimed at comprehensively protecting the rights of Russian-speaking citizens and assisting in the implementation of projects in the sphere of culture, information, and education. Activity in this direction will only increase.

The World Youth Forum in Sofia provides a unique opportunity to discuss current issues and outline further joint actions.

I am sure that the recommendations and considerations made by the participants will help strengthen the ties of the foreign Russian-speaking community with the historical homeland, counteract attempts to distort history, protect the rights of compatriots, and expand the Russian-speaking space.

I wish all forum participants an interesting discussion and productive work!
