Discussion on journalists’ rights protection in Civic Chamber

On October 15, the representative of the High Commissioner for Human Rights in the Russian Federation participated in a round table meeting of the Russian Federation Civic Chamber Commission on Development of Information Community, Mass Media and Mass Communications "Measures to protect the rights and ensure the safety of journalists in hot spots".

The representative of the federal ombudsperson reported on the High Commissioner’s activities to protect the rights of Russian journalists, including abroad.

The mandate of the High Commissioner gives the right to inspect and send requests to the competent authorities in the case of massive or gross violations of human rights and freedoms, even in the absence of appeals. This allows to carry out significant preventive work, including the prevention of torture and other cruel, inhuman or degrading treatment, as well as to promptly respond to such incidents.

According to the ombudsperson’s representative, the issue of ensuring and protecting the rights of mass media representatives is becoming more topical, particularly with regard to arrests and accusations against Russian journalists for their professional activities in Ukraine. Therefore, the High Commissioner is to devote a special section of the Annual Report 2018 to the protection of freedom of speech and journalists’ rights. Previously, this issue was not a subject of a separate chapter.
