Dialogue with High Commissioner. Right to favourable environment

We all live on the same planet. The earth is our common home which we should keep clean and in order.

Nature has given all the essentials: clean air, drinking water, food. Our health and longevity directly depend on their quality. But humanity is moving on and trying to adapt the environment to its own interests, in which profit takes precedence.

I received a complaint from citizen P. against unfavourable environment in the Dzerzhinsky district of the Kaluga region. According to the appeal, an industrial enterprise located there violated sanitary norms established by the law of the Russian Federation.

Having considered the application, I immediately appealed to the Kaluga Interdistrict Environmental Prosecutor’s Office with a request to conduct an inspection and take the necessary measures.

The inspection confirmed the fact of violations by the enterprise. The Prosecutor’s Office appealed to the court, which sentenced the plant management to administrative proceedings.

Experience prompted me to monitor how court orders were executed. Therefore, I sent a repeated request to the Environmental Prosecutor’s Office, and my fears were realized. I was informed that the local office of Rospotrebnadzor did not exercise proper control over compliance with court requirements. Moreover, the problem concerned not only the Dzerzhinsky district, but also the neighboring territories.

The head of the local Rospotrebnadzor received a comment on that regard and monitoring the implementation of judicial decisions was established. The enterprise in the Dzerzhinsk region eliminated all violations. So, I managed to restore the legal rights to a favourable environment of more than 52 thousand inhabitants of the district.

Maintaining a good environmental situation is an important condition for the sustainable development of the economy and the social sphere, ensuring the interests of each person and protecting against emergencies and natural disasters. Therefore, the approach to the issues in this area should be strict and principled. The thing to remember is that the miser always pays twice. Without paying enough attention to the state of the environment, we save on our health, and, as you know, good health is above wealth.
