Dialogue with High Commissioner. Protection of Russian citizens abroad

I received an appeal from Russian citizen Vladimir Lazarev in defense of the rights of his daughter Maria Lazareva, detained by the State of Kuwait authorities on suspicion of complicity to the theft from local government funds in November 2017.

In May 2018, the Supreme Court of Kuwait found Maria Lazareva guilty of the crime charged against her and sentenced to 10 years of imprisonment in a local correctional institution. In July of that year, at the regular court session the lawyer of a Russian citizen provided convincing evidence of her innocence. However, the issue of Russian woman's release remained unresolved.

In November 2018, at a personal reception, I received from Vladimir Lazarev supplement materials on the case of his daughter.

After reviewing the documents, I addressed to Emir of the State of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah with a request for good will and generosity and release of Russian citizen Maria Lazareva from custody during the trial, placing her under house arrest.

On June 12, 2019 Maria Lazareva was released on bail for the period of the court hearings.

Thus, the restraint measure has been altered to the house arrest. I control the situation and take measures within my mandate to bring Russian citizen home.

I welcome the decision of the Podolsky court of Kiev, which today has released Kirill Vyshinsky from detention under personal guarantee. I think this decision is fair, devoid of political undertones. This gives hope for a further objective examination of the journalist’s case. I congratulate Kirill, his relatives, friends and all those helping his release!
