Coordinating Council of Commissioners held in Vladimir

On July 25, under the chairmanship of the federal ombudsman Tatiana Moskalkova, a meeting of the Coordinating Council of Commissioners for Human Rights in the Russian Federation was held in Vladimir.

Governor of the Vladimir Region Svetlana Orlova, Minister of Natural Resources and Ecology of the Russian Federation Sergey Donskoy, Deputy Head of the Presidential Office for Public Projects Konstantin Dolgov, representatives of the legislative and executive authorities of Russia, experts on environmental issues also participated in the meeting.

Since 2017 was declared a year of ecology in Russia, first of all, the state human rights defenders discussed actual problems of protecting human rights to a favorable environment, and also considered legislative regulation of the activities of Commissioners for Human Rights in the subjects of the Russian Federation.

"As the President of the Russian Federation Vladimir Putin noted, Russia’s enormous natural potential is of global importance and our country is an environmental donor of the world, providing almost 10 percent of the biosphere stability. The problems of ecology are of a massive and global nature, so they are acute for all citizens of the Russian Federation, without exception.

This gives us a powerful impetus for uniting efforts to protect the rights of citizens in this sector of public relations. The ecological area is one of the priorities and is included in the approved Strategy of scientific and technical development of Russia»",Tatiana Moskalkova said.

"In 2016, I received 1,732 complaints about violations of citizens’ rights in the field of ecology and nature management. Compared to 2015, this figure has almost tripled," the federal ombudsman added.

According to the High Commissioner, the analysis of the regional ombudsmen annual reports for 2016 has shown that more than half of them contain issues of protecting the right to a favorable environment.

"In 2016, 1345 complaints on the protection of environmental rights were received by regional Commissioners. This figure indicates the existence of problems in the sphere of observing the rights of citizens to a favorable environment throughout Russia," Tatiana Moskalkova said.

The High Commissioner proposed to improve environmental legislation, including amendments to the Federal Law "On the Protection of Atmospheric Air" and certain legislative acts of the Russian Federation in terms of ensuring a reduction in atmospheric air pollution.

Tatyana Moskalkova took the initiative to strengthen control over the implementation of regulatory legal acts in the sphere of environmental protection and responsibility for violation of the rules for waste collection and processing, as well as to implement a set of measures for their utilization.

"I would like to note the positive experience of the Republic of Tatarstan in this direction, where the Youth Environmental Movement "BUDETCHISTO!" (IT’LL BE CLEAR!) is effectively working," added the federal ombudsman.

In addition to environmental issues, the participants discussed a bill regulating the activities of human rights defenders in the subjects of the Russian Federation.

At the end of the meeting, Tatiana Moskalkova especially noted the productive work of the regional Commissioners.
