Dear Madam Chairman, distinguished members of the Committee! Dear colleagues!

First of all, on behalf of theHigh Commissioner for Human Rights in the Russian Federation, let me thank the members of the Committee and the special rapporteurs for the constructive dialogue and questions raised by the Committee members during the consideration of the report.

A very important point was the participation of Russian non-governmental organizations in this session. The High Commissioner believes that the existence of active non-governmental organizations is a guarantee of a healthy society that successfully accomplishes the tasks set, including the protection of the rights of persons with disabilities in the Russian Federation.

I thank you for the fact that our recommendation was adopted to determine the list of issues on which State bodies and other organizations make decisions taking into account the opinion of public associations of persons with disabilities.

As a representative of the Russian National Institute for the Protection of Human Rights, I express my satisfaction that some of the suggestions and comments of the members of the Committee coincide with the opinion of the High Commissioner. For example, the High Commissioner repeatedly pointed the need to improve the system of work of psychoneurological boarding schools, in particular, the need for deinstitutionalization of these institutions. We consider it important to continue work on the implementation of the Committee’s recommendations concerning the development of the system of accompanied living and employment of persons with disabilities, in particular, children with disabilities.

Among other things, an important topic for discussion during the dialogue was the long-term program "Affordable Environment", implemented in our country. Despite significant achievements in this field, we note that the mechanisms for creating an accessible environment for the disabled remain difficult. We recommend that the Government and the State Duma of the Russian Federation consider the inclusion of the Federal Penitentiary Service of Russia in the program to create an accessible environment for disabled people in the penitentiary institutions.

Also today the issue of Russia holding the 2018 FIFA World Cup was repeatedly raised. Here I want to note that a full-fledged system of regional Commissioners has been formed, which are appointed and operate in each of the 85 constituent entities of the Russian Federation. Therefore, I want to note that the regional Commissioners from the cities where the matches will be held have been included in the organizing committees for the preparation and conduct of games, therefore in this direction we will make maximum efforts to suppress and prevent any kind of discrimination, including in relation to persons with disabilities.

In conclusion, I thank the members of the Committee for the comments made, the representatives of non-governmental organizations for their great contribution to the work of this session, the representatives of the Government of the Russian Federation for working together with the High Commissioner and for the fact that our proposals continue to be taken into account, and I wish all of us the success in our common work on further promotion and protection of the rights of disabled people in Russia in accordance with the letter and spirit of the Convention. And we, on our part, will continue to monitor and provide all kinds of assistance to persons with disabilities within the framework of their mandate.
